Job Description
- We are seeking a highly skilled and experienced Senior HSE Engineer to join our team at the UMD P3 Project in Baltimore Maryland (on site position – no remote working available for this position). 
- This role is crucial in supporting the HSE Manager to administer the HSE management system effectively, particularly in an environment involving multiple contractors and simultaneous operations occurring in parallel. 
- The Senior HSE Engineer will be responsible for ensuring compliance with health, safety, and environmental regulations while promoting a culture of safety among contractors and field operators.

Key Responsibilities:

1. Day-to-Day HSE Inspections:
- Conduct routine HSE inspections across various work locations to identify potential hazards and to ensure compliance with established HSE standards.

2. Permit System Administration:
- Oversee the administration of the Permit-to-Work system, ensuring that all necessary permits are issued and adhered to by all contractors and personnel involved in operations.

3. Development and Update of Project-Specific HSE Procedures:
- Assist in developing, updating, and reviewing Project Specific HSE Procedures, including but not limited to:
- Confined space entry register
- Ladder inventory
- SDS register and chemical inventory
- Lockout/Tagout (LOTO) machine specific procedures, including overseeing the Authorized Person training program.
- Spill Prevention, Control, and Countermeasure (SPCC) procedures and monitoring requirements

4. Contractor Orientations and Inspections:
- Facilitate HSE orientations for all contractors and personnel prior to commencing work at the project site, ensuring they understand site-specific hazards, safety procedures, and emergency protocols.
- Conduct regular inspections of contractor work practices and compliance with HSE regulations.

5. Support for Field Operators:
- Provide real-time support to field operators regarding HSE concerns and procedural compliance.
- Act as a resource for the field team to enhance understanding and adherence to safety protocols.

6. Coverage During Absences:
- Ensure continuous HSE oversight by covering responsibilities during the absence of the HSE Manager, maintaining a seamless administrative process.

7. Additional Responsibilities:
- Participate in safety meetings, incident investigations, and HSE audits as required.
- Identify training needs and contribute to the design and implementation of HSE training programs.
- Foster a proactive approach to safety by engaging with teams and encouraging open communication about HSE matters.

Qualifications:

- Education:
- Preferred university degree in a relevant field (e.g., Environmental Science, Occupational Health, Safety Management).

- Certifications:
- Safety certifications such as Certified Safety Professional (CSP) or Certified Industrial Hygienist (CIH) are preferred.

- Experience:
- Minimum of [4-6] years of relevant experience in HSE roles, with demonstrated experience in confined space entry, work-at-height operations, and life-critical activities.
- Experience in operational power plants or energy generation facilities is highly preferred.
- Previous experience in construction roles will also be considered.

- Skills:
- Strong knowledge of HSE regulations and risk management practices.
- Excellent communication and interpersonal skills to engage effectively with diverse teams.
- Proficient in conducting safety audits, inspections, and risk assessments.
- Ability to manage multiple priorities and work in a fast-paced environment.
