Procurement Consultant - Serve as a Competitive Procurement Consultant providing technical assistance, coordination, and support to the Department’s program offices

JOB DESCRIPTIONS:
• Plan, draft, revise, route, and finalize competitive procurements from inception through posting and final award of providers of services and submit timesheets on a monthly basis.
• Conduct a review of previous competitive procurement documents and Department policies and processes to ensure that competitive procurement documents prepared by the Consultant are in compliance with current statutes, policies and procedures as directed by the Department.
• Construct and assemble data for decision making by the Department in a timeframe directed by the Department.
• Develop timeline(s) for planned competitive procurement(s) in a timeframe directed by the Department for review and approval by the Department.
• Meet with the Department’s program management and contract management staff, General Counsel and Purchasing office staff to draft competitive procurement documents as requested by the Department.
• Develop competitive procurement documents based on the approved timeline(s) for review and approval by the Department. Revise documents as directed and submit final documents to the appropriate offices for review and approval.
• Develop conclusions and present high-level summaries of work progress and work completed as directed by the Department.
• Prepare management information reports as requested by the Department.

SKILLS & EXPERIENCE:
• Must have a minimum of five years of experience as a state of Florida employee responsible for competitive procurement in a purchasing office or experience drafting and coordinating competitive procurements and grant documents for a program office.
• Must have a minimum of five years’ of experience with fiscal management work.
• Must have five years’ of experience coordinating major projects or operations within a state of Florida agency program.
• Must have a minimum of one year experience serving as a state of Florida reviewer or negotiator on a competitive procurement team.
