Overview:
The IT Operations PMO is seeking a highly qualified Snr. IT Project Manager to manage the implementation of an iTOA solution for the Electric Distribution business.
This project that will require very strong Project Management knowledge and skills, as well extensive experience managing system replacements.

Project Specific Role:
Currently, CT and WMA Distribution System Operations Centers utilize several Lotus Notes based applications for Distribution Outage/Clearance Requests (DCR), off-schedule equipment (Yellow Tag), TD800 Approved Person List (APL) and System Change Notice (SCN) business processes (note: NH currently only uses SCN). 
These Lotus Notes applications are scheduled to be retired in 2021. The current Lotus Notes applications are antiquated, difficult to maintain and not capable of meeting going forward operational business requirements. 
This project presents an opportunity to implement an industry leading commercial-off-the-shelf (COTS) solution to consolidate onto a common technology platform and standardize Distribution System Operations Centers (SOC’s) business processes and procedures across . 
This project will also consolidate legacy NSTAR custom built applications Electric Operations Planned Outage Scheduling & Tracking (EOPOST), Electric Operations System Summary (EOSUM) and Permit Switching into the same industry leading application to allow all Distribution SOCs including Eastern Massachusetts (EMA’s) System Desks to operate under one platform and to standardize business practices between all three states.

The Transmission organization has upgraded their TOA software to the iTOA platform as of May 2019 to manage similar operational processes. 
Moving Distribution to the iTOA platform will allow all Operating Companies to consolidate disparate applications/databases, share a common platform to support critical operational activities, as well as allow for improved communication and information flow between Transmission and Distribution where they have common/overlapping responsibilities.

This project will implement an Enterprise integrated Tools for Operations Application (iTOA) for Electric Distribution Operations (i.e. CT Distribution, MA Distribution and NH Distribution). 
This new tool will replace end-of-life Lotus Notes (which is being replaced for all of its applications) and legacy in-house custom built applications currently used by Distribution System Operations Centers (SOC’s), Distribution Planning & Scheduling and Distribution Maintenance organizations. 
The groups use these tools to perform work tasks for outage scheduling, compliance monitoring, interruption/disturbance logging & reporting, switching program writing & retrieval, and overall system operations logging & reporting.

Once iTOA is implemented, 
Distribution Operations will have a common enterprise application on a fully supported hardware and software platform. 
This project will address technology obsolescence, functional capability gaps and business process standardization through the implementation of a technically current enterprise IT solution. 
The enterprise solution will enable Electric Operations to operate more efficiently as one company using a common set of business processes and technology tools.


Project Scope:
This project will implement COTS application software, database and hardware components. High availability system architecture will be utilized to enhance application availability for Electric Operations. More specifically, the project scope includes:
1. A common, enterprise IT solution that supports:
• Outage Planning and outage processing
• Compliance monitoring interruption/disturbance logging & reporting
• Switching program writing & retrieval
• Overall system operations logging & reporting
2. A common business process:
• To gain operational efficiencies while also reducing the complexity (i.e. by eliminating multiple, disparate application systems/databases with a single enterprise solution)
• Eliminate business/technical risk associated with an end-of-life IT system

General:
Under the direction of the IT Portfolio Manager, the IT Project Managers are responsible for the oversight and overall success of Information Technology and related Business projects. 
IT Project Managers manage the budgetary, scheduling and delivery of assigned initiatives. Including but not limited to:
• Working with the Resource Managers to identifying the appropriate resources, assemble the project team by brokering internal and external resources, and assign the responsibilities to fulfill the project requirements.
• Using the Methodology, developing plans to navigate the project from request through systems analysis, requirements, technical design, construction, procurement, testing, turnover to production and client migration.
• Using standard deliverables and templates, plan, prepare and issue project schedules and budgets to assure controlled completion of each project step and have strong financial acumen.
• Using standard deliverables and templates, develop and report project status and analyze progress relative to project milestones and
maintain budget forecasts to assure that schedule compliance, earned value and desired results are achieved.
Utilize project management methodologies and practices such as task and quality management, project estimation, manpower and budget planning

The successful candidate will:
• Be fully knowledgeable and proficient in all aspects of the project management Body of Knowledge. Have demonstrated experience successfully managing projects and be able to cite practical examples of this including example deliverables. Experience with the Microsoft Project is required.
• Must be a high energy, detail-oriented individual who will demonstrate high caliber communication, leadership and people skills; strong organizational skills; and the ability to successfully initiate, track, report and close projects.
• Demonstrate a proven ability to collaborate and coordinate activities with diverse groups, including stakeholders, sponsors, team leads, other project managers, and technical staff; a strong process orientation including producing high quality documentation artifacts; and a sound working understanding of IT concepts and the IT design & delivery life cycle.
• Demonstrate the ability to interact effectively at all levels of the organization from administrative and technical staff to executive Steering Committees, and the ability to plan and execute Organizational Change Management to ensure that the technical solution delivered is fully accepted, used and provides solid business value.
