Job Description

• Leads, plans, schedules, and oversees proposal efforts for major or multiple business opportunities that exist concurrently.
• Interacts with capture management teams to ensure proposal meets all RFP requirements (i.e.: dates, etc.). 
• Establishes Red Teams to review to ensure its integrity. 
• Interviews customers before, during, after proposal process; analyzes the information and reports findings to the Leadership Committee and proposal team(s). 
• Trains proposal team members to ensure that RFP requirements (i.e.: writing style needed, win strategy, etc.) are being met for each bid. 
• Compiles technical elements in the development of proposals in accordance with request for proposal (RFP) specifications coordinates the collection and accumulation of cost, scheduling and performance elements from functional departments. 
• Counsels on complex proposal issues and makes recommendations. 
• Establishes proposal processes and systems for use across organization. 
• Coordinates activities and may participate as lead member in fact-finding meetings. 
• Participates as a member of the contract negotiating team. 
• Compiles and analyzes information from functional departments. 
• Acts as a consultant and provides guidance and direction on proposal teams in support of proposal efforts. 
• Constructs and writes sections of the proposal to ensure thoroughness. 
• Serves as an organizational consultant; leads multi-discipline or cross-functional team(s). 
• May supervise lower level employees. 
Performs all other duties as assigned. 
• Expert in specialty and demonstrates technical authority in the application of knowledge and solutions of complex difficult tasks. 
• Multiple proposal efforts may be supported concurrently, including major proposal initiatives of significant business value to company. 
• Resolves multiple complex technical issues in primary area of competence, no assistance may be available. 
• Problems are complex and unique in nature and extend across multiple functions or disciplines.
• Frequent internal and external senior customer interaction. 
• Strong project orientation and team facilitation skills. 
• Extensive expertise and skills in the proposal process and business acumen. 
• High degree of creativity, ingenuity and resourcefulness. 
• Ability to counsel, coach, develop, and motivate lower level employees. 
• Excellent communication/presentation skills. 
• Superior organization and follow-through sills. 
• Strong interpersonal skills. Strong analytical ability. 
• Ability to handle multiple major complex projects at once. 
• Bachelors Degree in engineering or business administration or related field plus 8 years of related experience. 
• In lieu of education, a minimum of 16 years of related experience.
• Specific contract requirements regarding education and experience will prevail.
