Job Summary: • The Safety & Quality Manager is responsible for leading quality management and safety compliance across all Operations & Maintenance (O&M) Contractor Work. • This role ensures strict adherence to the Quality Management Plan (QMP), ISO 9001:2015 standards, and all OSHA, NFPA, and industry-specific safety regulations. • This individual will oversee audits, inspections, risk assessments, and process improvements to ensure operational excellence, regulatory compliance, and a strong culture of safety. • Additionally, 25% of this role will involve safety responsibilities, requiring a strong background in safety compliance and risk management. • The ideal candidate will have experience integrating quality and safety programs to maintain high operational and regulatory standards.
Key Responsibilities: Quality Management & Compliance: • Serve as the independent authority overseeing all quality-related activities for the O&M Contractor. • Maintain and enforce compliance with the Quality Management Plan (QMP) in alignment with ISO 9001:2015 standards. • Conduct audits and inspections of work processes to ensure contractual, regulatory, and safety compliance. • Review and assess facility operations for misalignment with contract requirements and develop mitigation strategies. • Oversee and validate document control, data storage, and compliance records in accordance with quality and safety standards. • Supervise and coordinate internal and third-party testing to ensure compliance with project specifications. • Audit CMMS work tickets (QFM events) to confirm proper categorization, documentation, and issue resolution. • Ensure corrective and preventive action plans (CAPA) are effectively implemented to address quality deficiencies. • Support and prepare for external audits, regulatory inspections, and compliance reviews.
Safety Oversight & Risk Management (25% of Role): • Develop and enforce safety programs, policies, and procedures in compliance with OSHA, NFPA, and other safety regulations. • Conduct job hazard analysis (JHA), Lockout/Tagout (LOTO) assessments, and PPE certifications. • Enforce preventative safety measures through training, coaching, and compliance checks. • Investigate safety incidents, determine root causes, and implement corrective actions. • Lead safety audits, workplace inspections, and risk assessments, ensuring compliance with workplace safety standards. • Develop and implement safety training programs, ensuring all employees are properly trained in hazard identification and emergency response procedures. • Maintain and report safety data metrics, tracking trends and proposing improvements. • Coordinate with O&M leadership, project safety managers, and regulatory bodies to ensure a culture of continuous safety improvement. • Ensure environmental, hazardous materials, waste disposal, and recycling activities meet all safety and environmental standards.
Qualifications & Experience: • Experience in quality management, safety compliance, or facility operations. • CMQ/OE certification (Certified Manager of Quality/Organizational Excellence) required. • ISO 9001:2015 training and certification required. • Strong knowledge of OSHA, NFPA, and industry-specific safety regulations. • Experience conducting audits, safety inspections, and risk assessments. • Ability to analyze data and implement quality and safety improvements. • Experience with CMMS systems and work ticket audits. • Excellent communication and leadership skills, with the ability to work with diverse teams and stakeholders. • Strong problem-solving skills, capable of addressing complex quality and safety challenges.
Preferred Qualifications: • Experience working in operations & maintenance (O&M) environments. • Prior experience in contractor oversight and vendor quality control. • OSHA 30, CSP, or CHST certification is a plus.

* In order to to qualify for the CMQ/OE certification, the candidate needs 10 years of full-time paid experience and at least 5 years in the decision-making world. *
• The Quality Program Manager is the individual retained by the O&M Contractor with the authority and responsibility for quality management, quality system-related activities for all O&M Contractor Work, including the maintenance of, and compliance with the QMP. • The Quality Program Manager shall be independent from staff and duties associated with the production of the O&M Contractor Work. • The Quality Program Manager shall have undertaken training in the use and application of Quality Programs including the application of International Organization for Standardization [ISO] 9001:2015 and possess a CMQ/OE certification.
Additionally, I would like the individual to have a Safety Background as the Quality Role will be bifurcated and have a 25% safety contingent.
